I'm not saying that either, neither are the guidelines. I'm saying
support file extensions ~too~ (which means not relying solely on types
and creators when identifying files to open). Or putting it another way,
don't ~only~ support types and creators. How hard can that be? The one
does not conflict with the other. And it will ensure ~all~ users are happy.

Interpreting the guidelines the way you do would make life very
difficult for Mac users still using Mac OS 9 (more than half the
installed base, by the way).
