I'm saying that the guidelines do not say "don't support file types
and creators".
Interpreting the guidelines the way you do would make life very
difficult for Mac users still using Mac OS 9 (more than half the
installed base, by the way).

It's not wise to __require__ extensions, considering how many Mac OS 9
users there are, and therefore how many files without extensions there
will be.
The case of Sound Designer files is especially relevant. There are
cases when adding an extension to these files would spoil
interoperability with apps that don't expect them.
To wit: Digital Performer appends an ".L" or ".R" to files that
represent the left and right channels of a stereo pair. Running these
through your software (which would presumably insist on adding an
extension) would make Digital Performer unable to recognize these files
as the left and right channels of a pair.
So there remains the need to be able to create files without
extensions, and therefore _with_ file types.
Which might be one answer to your question:
I would like to know why you want to save a file without a file
extension.
