I'm not seeing this behaviour here, can you describe your exact
settings in AU Lab?
Generally, whenever you need a single mono stream you create it by
summing left and right and dividing by 2. Mono->stereo is done by
simply copying the mono channel to the left and right channels.
The user generally listens to mono streams through a stereo setup so
this routing does not cause a change in volume (because mono is always
reproduced by feeding the mono channel to both left and right stereo
channels - IOW there is no "mono" setup from the user's POV).

I would have thought this, but in AULab if I insert a mono->stereo
plug-in on a track and then bypass it the track is louder than the
pure mono version, doesn't just seem louder either, it's peaking
considerably higher on the meters.
Is this because of the pan law in AULab, is there some attenuation of
the pure mono signal if it's panned direct centre?
