The LAME library is not optimized for the Arm instruction set. If you want better performance, then you will have to optimize the library yourself, or at least learn better settings for the compiler's automated optimization. As far as I know, nobody has provided a free Arm-optimized MP3 encoder, so it's doubtful you're going to get any free help here.
