I agree about quoting, but if someone forgets to do it or your email
program doesn't display the thread correctly there is no reason to be
rude. Just ignore it.
If you don't care about answering because you don't have all the info
or don't understand the question then don't. Nobody cares, and if the
OP doesn't get his question answered he will most likely try again
with additional info.
