Even if the camera is embedded and not removable, there is the option
of asking the Apple Store to disable the Camera at the time of
purchase. I know when I was a Mac Genius we would often be required
to disable AirPort and BlueTooth for Government purchases. I don't
see why disabling the camera would be any different.
