I figured out a way around the problem, though it's not my favorite.
I installed a trial version of MacDrive onto my copy of XP running in
Parallels, then used its HFS+ formatting tool to reformat the
Outbacker MXP. I unplugged the drive, stopped Parallels, plugged the
Outbacker back in and had it mount as an HFS+ formatted drive.
Doesn't look like the drive's bootable (at least on my MacBook Pro,)
but it's behaving itself otherwise.

Chances are there is no way around this. Many USB flash media
devices force FAT32.
