I figured out a way around the problem, though it's not my
favorite. I installed a trial version of MacDrive onto my copy of
XP running in Parallels, then used its HFS+ formatting tool to
reformat the Outbacker MXP. I unplugged the drive, stopped
Parallels, plugged the Outbacker back in and had it mount as an HFS
+ formatted drive. Doesn't look like the drive's bootable (at least
on my MacBook Pro,) but it's behaving itself otherwise.
Interesting that this solution works. For what it's worth, Macs (as
far as I have been able to determine) don't support booting from USB
flash media, no matter the filesystem. Nonetheless, it's interesting
that MacDrive was able to do this, and Disk Utility wasn't, if the
flash drive wasn't enforcing FAT.
Does Disk Utility show it as Mac OS Extended? Is it Journaled, by any
chance (not a big deal on a flash drive; just wondering)? What
happens if you try to erase and/or partition/format it with Disk
Utility again, now that it's HFS+?

Has anyone worked with MXI Security's Stealth MXP flash drives or
Outbacker MXP hard drives? I'm evaluating them as part of NHGRI's
efforts to get secure external storage, as these are both FIPS
140-2 certified. So far, they work fine on the Mac I'm testing
them on with one problem: I can't format them as anything except
FAT32. Needless to say, I'd like to try to format them as HFS+,
but Disk Utility chokes with an I/O error every time. Anybody
dealt with this before and can tell me how to fix it?

Chances are there is no way around this. Many USB flash media
devices force FAT32.
