We don't know how the information was obtained. We do know that app developers have routinely collected such information before Apple started enforcing provisions for developers to not abuse UDIDs.

Tinfoil hat land again. Are you really saying that a file for whose purpose you have no idea -- and that for all you know could even be a part of an active investigation, e.g., of people IMPROPERLY collecting such data -- is because "the government is tracking everyone in the name of terrorism"?
