And further-more, in building the sample package (and ensuring nothing
of my company's product remained in it), I have found and solved the
issues (!!)
When I built the sample package, my machine was set to French. The
resultant package contains the original French.lproj dir, but ALSO a
fr.lproj dir containing a generated Description.plist.
Deleting the stray two-letter dir worked fine. Additionally, using
two-letter dirs initially seems to work as well (no creation of
additional dirs). This makes sense with regard to the off-by-one thing
I was noticing in the drop-down (there is one extra dir).

I'm new to the Mac development side of things, so is there anywhere I
could report this issue, or is this list sufficient?
