Yes, they all have a fresh image, right now I can not find any that will go to the icloud backup, but I will go through all of them tomorrow. Thank you all for your support, hopefully I will get all new iPads next summer :)

If you are using DEP, in Airwatch Settings / Devices & Users / Apple / Device Enrollment Program check the profile for your iPads. In the Setup Assistant settings of the profile there are a lot of options that can be set to Skip/Don't Skip.
