How To Update HTML Of Application in Monitor?

So I have some GUI people who want to make changes to the interface and see it reflected on the deployed site.

Is there a way of letting the running instance know of these changes without going into monitor ?

Previously we switched off the cache and rebuilt the entire application from project builder. This resulted in the html changes we desired but that was version 4.5 and prior. We are now using 4.5.1 (phew) and its running on a Windows 2000 advanced server platform. It doesn't seem to affect the deployed copy now.

Any ideas?
