Perhaps the reason is the current (non-supported) system requires WO to run. And people didn't want to purchase WO to do some personal or in-house development. Perhaps Apple are actually targeting it at the same group of people as XCode and will integrate it with the standard developer package in X (like they seem to be doing with KVC).

Much more potential adoption opportunity if everyone gets it for free, rather than free with WO.
