For instance, I have a different color background if I'm using an xterm
from a production box than from a development one.

You can do this in Terminal.app as well. After you have a window set up as you like it, you can Save As... You can save a single window or a group of windows.

How do you do this. In my Applications menu I have

bluesky | xterm -id blueskyxterm -title Bluesky -e ssh bluesky

When I click on this menu, I get an xterm that is (appropriatley) blue, with certain sizes and fonts
(from my .Xresources blueskyxterm settings), the title of the window is Bluesky, and it executes
ssh to bluesky

I have created a bluesky.command by way of echo "ssh bluesky" > bluesky.command,
and if I have a command open bluesky.command, I get a Terminal.app window to come up
and it initiates ssh to bluesky, but the terminal properties are just like every other Terminal
on my desktop. I have saved a "blue.term", but how do I tell the open make that choice?

I would like to do this.

Any help appreciated.
