I think the bigger question is:  What happened to your system?

It concerns me that if one system file has been somehow deleted, others may have been as well. I'm not sure how much I would trust your particular installation of Leopard. If you have the option of simply backing up your user files and doing a clean install of your system, it might pay dividends in returning you to more baseline behavior.
