Hmm. And no /etc/inputrc either? That's curious. I wrote

The reason I said that is, in your little movie, before you started
resizing the window, I see what looks like the expected result of
having horizontal-scroll-mode on; namely, an input line too long to
fit on a terminal line, and readline coping by scrolling the beginning
of the command line (including the prompt) to the left, so all we see
is
| [[ $HOME =~ /g/ ]]; (... and so on)
There is another explanation, though, and that is that readline is
confused about the size of your xterm, and it uses two or more lines
to display the formula, except the top line(s) are pushed above the
top of the terminal.
Which makes me wonder if there is something amiss with the font you're
using. Could you try xterm with some other fixed-width font and see if
you still get the bad behaviour?
Er, no, wait, you said my "less /etc/passwd" test worked fine. That
seems to contradict my little theory. But we're grasping at straws
here, so I'd run the test anyhow.
(It's bedtime my side of the Atlantic, so I am done with making silly
suggestions for today. Maybe someone else has the answer. Good luck.)
