Bash still supports non-VTxx/ANSI X3.64 terminals. Yes, there are places
that still use them. (We have a Falco terminal in our machine room so we
can use it as a console for headless Suns and the like.) So no, it can't
always reliably identify what sequences don't take up any spaces.
