I tried adding a file junk.properties in Xcode and for me it thinks
it's a text file so editing it was no problem.
I guess it depends on what the .properties file really is.
In Preferences there is a "File Types" option and you can change how
the predefined file types are handled
but I don't see anything that lets you add a new file type.
When you add a .properties file it shows up as some type of file in the
Get Info. If you changed that File Type
in Preferences to be Text you could then edit it. However, that may
mess up other files of that type.
If any of the Apple guys are lurking maybe one of them can give you a
more straightforward way of doing it.
