It is available to any ADC online member.
The link, or the download? It's still marked as a "developer preview",
which would suggest that it's a seed release.
The link itself (and the name of the release, which is what is
important here) is in the clear. All downloads require at least ADC
Online membership.
It's sometimes hard to tell whether something is generally available
or not on the ADC Member Site, since there is no indication either
way.
Yes, it's hard for us too. Apple employees are classified as Online
members, so we don't get to see what Select and Premiere members see.
