Agreed. The default behaviour should be to store these files in the
user "~/Library/Caches" folder, with the option to change this
location using Xcode preferences / default writes.
I agree with Chris that there is a problem with storing some types of
files in the home directory - especially when it's network mounted -
but this is a problem shared with many applications on Mac OS X, and
should be solved on a system level, and not on an application level [*].

[*] Not saying that individual apps can't take a stab at it while
we're waiting for a system level fix, but it would at least be nice
to know that a more generic approach to solve the problem was under
way while we're using our workarounds...
