The public forum should be the convenient way for the everyone.

You can't necessarily expect Apple's engineers and engineering managers to read and follow all the mailing lists. Of course, many of them do (to a greater or lesser extent), and take note of things people are saying. That said, even if they're keeping an eye on it, it's no substitute for having a permanent record in their internal issue management system.
