why aren't xibs the default?

Possibly I'm being really dense here, with the result that the hypotheses of
these questions could be false, so feel free to set me straight. My
questions are:
(1) If .xibs are good, why aren't they the default for new projects?
(2) Why is it so hard, when you tell IB that you want it to save as .xib, to
get the .xib to be seen by the Xcode project?
