It isn't hard to distribute or install a template. It doesn't even
require admin privileges to do so; you can install 'em in the magic
location in ~/Library/
But, yes, the templates in Xcode are weak sauce. This has come up
many many times over the years and hasn't been fixed simply because
there have been more important engineering tasks to address. Some of
said tasks have been about laying a foundation on top of which a
better quality "new project" user experience can be built. For
example, the XIB file format -- new to Leopard -- is considerably more
flexible in the context of templates.
If you have a particular assistant workflow that you would like to
see, I'm sure the Xcode team would appreciate the feedback (via: http://bugreporter.apple.com/)
