Since having manually removed the Page toolbar item from my projects
by means of View > Layout > Hide Page Control, I cannot reproduce the
problem anymore.
I can make Xcode automatically add the item to projects that don't
have it by opening a project to which it has previously been manually
added. But unlike before, the item is now added temporarily (until the
affected project is closed) and consistently.
