I don’t think you can drag-install the dev tools themselves; they put stuff all over the place and need an installer. Fortunately the installer is downloadable from the ADC website, so if someone copies it onto a DVD for you, you can just double-click it.
I’m not sure there’s a regular downloadable source for the docs, but they end up as bundles in /Developer/Documentation/DocSets, and I think you could just drag them in from a DVD.
