Pretty sure that this is just a web view, with more or less standard web view behavior for navigation. An interesting comparison would probably be to load up the online documentation in Safari and see if / where they differ. That said, if you'd rather see that the documentation window should provide a different behavior, that would be good material for a bug report / enhancement request.
