I choose "Ad-Hoc" and then the Devices section becomes enabled, even though it says "Devices (optional)". It would seem that devices are not optional when creating an ad-hoc profile since I would get an error each time I was trying to submit until I selected at least one device. So, I was just trying to confirm that I indeed need to select devices for the ad-hoc distribution provisioning profile?

You do. Ad-hoc allows you to build an app which runs on a limited set of devices. The UUIDs are encoded into the provisioning profile you generate, if the device isn't in that list (or the profile isn't installed), it won't run on that device.

There's a 'how-to' tab at the top of the screen which is quite good, a lot better than when the provisioning portal first came out, it's got some pictures of some of the steps, if you haven't tried already, take a look.
