Heh, well, we can quibble over semantics, but the point is that Mac OS X gets a new SDK at most once a year, which is roughly the timetable of iOS 1.0 -> 2.0 -> 3.0 -> 4.0. Even if we grant that 4.2 -> 4.3 is a "major" update, it's also a major pain to get 4+ new SDKs a year.
Moreover, it's unclear why Xcode has never been better integrated with Software Update. If memory serves, there were a few Xcode updates available via SU, but sometimes only months after the (non-incremental) installer was made available for download, at which point the majority of developers had already installed the new version.
