Use the Window menu to get the welcome window back again, then you can turn on the checkbox.
Unbelievable. Why would anyone go to the Window menu looking for this, when it's not an open window?
Because the "Windows" menu usually contains a list of useful windows. For example, have a look at the "Windows" menu in Mail or in "Safari".
And even if they did, why would they opt to show something called "Welcome to Xcode" several weeks or months after their first use of it? And finally, why would they think a configuration control would be buried in what sounds like a Help page, and missing entirely from the application's preferences?
