I suspect they just want to avoid having to support two very different versions of the IDE. But I also think they need to, for a year or so — the transition is going to take a while, just like the ones between major OS releases. For example, last I checked, Chrome still didn’t build correctly in Xcode 4, and I’ll bet a lot of other large complex multi-project products are in a similar boat.
