Not quite, but that will do as a quick summary.

It turns out that Xcode 4 sort of allows the tearing of its tabs to stand alone windows. So it seemingly allows you to do what you describe. However it falls far short, because of details (where the devil is) that have been excruciatingly described on several occasions.

This assumption is perfectly correct

Not sure I get you. "if it does..." does what? handle windows the same way as Xcode 3? No it doesn't.

I can tell that to the list: "Xcode 4 doesn't handle windows the way Xcode 3 does". We are not any happier.
