Rob,
   The ? icon was from the 'installed' Xcode from 4.0. Also, I noticed after using uninstall-devtools that the /Developer folder wasn't removed
or completely empty either. I believe the Xcode 4.0 gets confused by this and 'attempts' an upgrade install regardless. The fact that all of
the previous Xcode applications were already removed by uninstall-devtools seems to confound the Xcode installer.
