I actually did remove the Developer folder after I ran the uninstall script. I wanted to see what it had left behind (e.g. CHUD and some other stuff), and then deleted the entire Developer folder (which is why I thought I'd also removed the old Xcode icon from my dock).
I don't think it ever attempted to do the install because it never got to the point of asking me for my admin password. What appears to have happened is that it downloaded the installer, but never ran it and didn't put the Install Xcode icon in the dock. The question is why does uninstalling the previous Xcode seem to cause this problem, at least for you and I? Though it's academic at this point, since there is a solution.
