Yes, the world has evolved, leaving Mac OS as the sole windowing GUI that hasn't recognized the failure of the single-menu, whole-screen-as-one-window approach. And that doesn't even let you resize windows from anywhere but their lower-right corners. And that doesn't restore minimized windows when you command-tab to their application (a welcome but botched adoption of a Windows convention). And there are other retrograde limitations we could cite, but why bother.
And your conclusion about overlapping windows doesn't follow from anything said, so you should probably review the arguments made and make sure you understand them; you might find you agree with them.
And if you want several screens, you should detest the Mac's limited single-screen orientation more than anyone. You like rolling to the top of a different monitor to access the menu? credibility--
