As long as you have up more than about half a dozen windows or so, your desktop will be "cluttered" anyway, so in practice I find half a dozen ends up being about the same as 38. Besides, the windows that I'm most actively using bubble up to the surface, according to my workflow. I would guess Xcode 4 simply does not allow multi-project development?
