it depends, how you define "broken"

to me if previous version of the product (Xcode 3.X) had some feature
and next version (Xcode 4.X) doesn't have it, then it is broken
it is important to say, that Apple's document "Xcode 4 Transition Guide"
doesn't mention any substitution ( at least I didn't find it) of that feature

so yes UserScript support is completely, utterly broken
also it was done without any warning

as of Services, that option was discussed in the Apple's developer forum (at Xcode4 beta stage)
and as far as I can seeServices  can not substitute User Scripts, but I could be wrong.


unfortunately, I must say, that AppleScript support in Xcode never was great.

but in Xcode 4 it is even worse

my script that worked with Xcode 2/3 doesn't work with Xcode 4, because

AppleScript dictionary was changed significantly enough to break it.
