I've had the occasional code sense crash, and the fix-it suggestions have sometimes replaced too much text, but I've had those issues since before 4.4. I've noticed more regressions in the other developer tools, such as FileMerge and Quartz Debug (see my previous messages on those two).
If you still need the 10.6 SDK, you might want to put it off, though, because 4.4 drops the 10.6 SDK. You can still target Snow Leopard; you just can't use the SDK to target Snow Leopard.

No more than any other version of Xcode.

The version that only exists in a world where everything is perfect and bugs and regressions never happen.
Among actually released versions? It's the version that makes you the most happy, or the least unhappy. You'll have to look for that yourself. If you're using Mountain Lion, you don't have a choice, though.
