I wouldn't do that. There is at least one directory in your home folder that is OS dependent: Library. Since you are doing with no adverse effect, we can deduce that ~/Library is [mostly] forward and backward compatible, but I would not bet on that. I would not want to put myself into a position where I have to wonder whether such as such dysfunctional behavior is due to a bug in my code or in an unsupported and potentially misbehaving configuration.
You can achieve some of the same effect by soft links for directories inside your home folder (e.g. documents), and by storing your development root directory outside the /Users hierarchy.
