So you're saying changing the resolution in System Prefs->Displays should leave the text at the same on-screen size, meaning you could measure it with a ruler before and after changing resolution and you would get the same measurement? If so, then why do OS manufacturers even let you change the resolution? It's because people with poor eyesight need to decrease the resolution in order to make the text and everything else larger.

Yes, I think we all know what a point is. But you can't measure in points on a monitor, because every monitor is a different size and offers different resolutions. The industry never attempted to keep the relative size of things equal to the real world size. That would be ludicrous. This is why all layout and graphics apps include onscreen rulers so designers can see the virtual size of their layout objects.
