The problems I listed are not in general solvable with PDFs. How do you reflow
text in a PDF when changing the font size? How do you automatically figure out
the right order of hundreds of individual snippets of text on a page*?

You’re going into hyperbole mode here. The current docs are not “unusable".
They may have certain problems, but Apple’s not going to fix those problems in
a way that involves kicking out its disabled developers.
(And significantly more than 1% of the world has trouble reading small text;
the fraction goes up steeply with age. I’ve already cranked the text size on my
iPhone up a notch.)

* Thanks to Doug for pointing out that there’s a PDF annotation that makes
this work. But in my experience most PDFs don’t have it.
