In my opinion if you are a developer who needs to support older versions of the OS you should be doing this.

This would be a violation of Apple’s Software License Agreement.

"Except as otherwise permitted by the terms of this License or otherwise licensed by Apple: (i) only one user may use the Apple Software at a time, and (ii) you may not make the Apple Software available over a network where it could be run or used by multiple computers at the same time. You may not rent, lease, lend, sell, redistribute or sublicense the Apple Software.”
If you really need a previous version of the OS and do not have it you could always call Apple Developer Connection, explain your circumstances, and see what they suggest.

Apple has shown exactly zero tendency to remove previous versions of Xcode.
