Oops,
I am used to open source development. Archiving for community use is not permitted by the OS license. Also, since Xcode is available from Apple, there is less of an issue with security.

Since I am not a heavy Xcode user I only encounter this problem on my old systems that I choose to maintain for academic or personal use. So the below is just from a non coding perspective of maintaining old systems for historical purposes.
I was told by a Macintosh repair shop that only deals with Macintosh repairs that they could load past versions of the OS. This is due to the fact that the repair shop has copies of the old OS's since they repair old computers with old OS's that sometimes cannot be upgraded. They claimed that they could load Leopard on an old system that was originally installed with Leopard.
So, I can suggest that one solution is to visit a local Macintosh repair shop and see if they can provide a clean build of the OS. Then just clone the system, test the clone and repeat for each OS needed...:-)
1) This will obviously cost some money.
2) The repair shop may be able to create a dual or triple or quadruple boot system on a large enough drive that can be cloned. [not sure if Super Duper can clone such a system]
2) You may actually have to buy several old computers that can be loaded with older OS's. Then clone using Super Duper which I believe can be executed on several of the older systems.
I get my OS drugs from my favorite OS pusher in San Diego [DC Computers].
Note: The real solution is to archive the installers from Leopard on up and place them somewhere that the community can access. Also archive all the Xcode versions before Apple zaps them.

You are right. I thought this worked but it doesn’t.

I agree developers should be able to download previous versions of the OS but it is evident that Apple has been actively working to prevent this. Perhaps they are trying to minimize fragmentation of the Mac platform.
It is interesting to note that it appears you can download every version of Xcode back to Xcode 2.3 from the developer downloads area. But not so with the OS.
