Storing a script in such location may be OK for a script triggered by a rule.
What for a script supposed to be triggered by hand from a Scripts menu ?
I installed such a script in :
~/Library/Application Scripts/com.apple.mail/
Alas, it doesn't appear in the System's Scripts menu (but it is triggered thru FastScripts).
