Hello Yvan,

AFIK the universal script folder is
~/Library/Scripts/
(for Snow Leopard at least),
any script there should be available in Mail as well.
You need to activate the menu through Applescript Editor, though. If it is, there should be an item "Open Scripts folder".
This is actually a submenu on my machine, including among others a link to a "Mail Script folder"
~/Library/Scripts/Applications/Mail
