My observations …
If you don't have a <home>/Library/Scripts/Applications/Mail/ folder, it will be created the next time you have Mail frontmost AND mouse down on the scripts menu icon. This happens for ANY application … its script menu folder is created automatically. But it's only for scripts launched via the script menu.
The /Library/Scripts/Mail Scripts/Rule Actions/ folder seems to be where Mail rule scripts go.
And this has nothing to do with the Scripts menu.
