It seems this is an exercise in theory, not a practical problem that is wiling to adopt practical solutions.
Arbitrary rules, as someone already pointed out, are just that: arbitrary. Making our suggestions equally arbitrary.
There doesn't even appear to be an internal consistency within the various framings of the question over the past days. (Also already pointed out.)
I don't belittle the asker for silly restrictions from some unseen other. But it doesn't change that this could be solved in 5 minutes and life could move on. It takes 1 script and a few lines of code to install an osax that would bring immense joy to everyone.
Shrug.
