We didn't "change the rules", in fact we helped write them (the ICC
spec, that is). We chose to use a different default for untagged data.
That data is treated consistently across the operating system and from
machine to machine. All 5% of them.
Our customers can still decide what is "right" by embedding a profile,
a practice we support on all platforms.

The most basic tenet of color management is to define the meaning of
otherwise ambiguous numeric values. It is unacceptable, inappropriate,
and out of scope for Apple to put a value judgment on how images
should look, but to show us (the users) how they do look. It is up to
your customers to decide what is good or not. Has Apple unilaterally
made this decision with zero input from anyone outside of Apple? If
not I'd like to hear who was consulted.
