Actually, there is no evidence that it was formally peer reviewed, and it doesn't even have a date or authors name on it, so it's not possible to say who wrote it, or what their qualifications or background is! Now that in itself doesn't make it bad information, but it's not a good example of an authoritative source as it stands.
