Actually, there is no evidence that it was formally peer reviewed,
and it doesn't even have a date or authors name on it, so it's not
possible to say who wrote it, or what their qualifications
or background is! Now that in itself doesn't make it bad information,
but it's not a good example of an authoritative source as it stands.
Mmmm. The ICC on its website states that:-
"All the White Papers have been discussed in detail within the membership
and hence represent the view of the ICC, which may not be the case with
documents elsewhere on the web site."
Doesn't that make them even more authoritative than most papers in journals
which have usually only been reviewed by one or two referees?
