The discussion is missing a key higher-level consideration: for what purpose are these images being archived?
If it's to be able to dig out the final version of the file so it can be re-published (or whatever) as-is, then a flattened universal format is best.
If it's to be able to make modifications to the file, to re-start the editing process, then you pretty much need the original file format (or an equivalent substitute).
If it's to be able to re-create the final version from original source material, you just need the original source material (camera raw file in either original or DNG format, etc.)
An hybrid archival approach is often called for. Budget for space permitting, dump all raw images before even first culling to an archive.
Work on the project as normal. When the project is done, archive it with all working files. Include copies of the original camera raw files in this archive.
At the same time, also create and archive the flattened / open format final version.
Archive management -- how long to keep old archives, when and how to purge, how to ensure old archives remain readable -- is a well-established field any competent and qualified IT expert should be able to advise you in. Don't try to re-invent that part of the wheel; go straight to standard best practices and spend your time worrying about your main job. Most likely, you'll wind up periodically purging everything but the per-project raw files and the flattened final works, but the schedules for purging will vary from months to years -- and from shop to shop, possibly even from customer to customer.
